YES!  California has a "strict liability statute" when it come to cases involving dog bites.  This means that the dog owner is responsible for the injury and damages caused by their pets.  This applies whether the dog is in a public place or on the property of the dog owner when the dog bite occurs.  Every responsible dog owner should liability insurance coverage.  Check with your home owners insurance carrier to make sure you are covered.
